Chris joined Jersey Finance in April 2024 and has 30 years of international financial services experience, with particular expertise in the digital and fintech space.

In his role as Global Head of Market Development, Chris has a pivotal role as part of Jersey Finance’s leadership team, overseeing the organisation’s global team of market development specialists in key strategic markets, including Asia, the Middle East, Africa, the US and the UK.
Dr Rufaro Nyakatawa

Based in Johannesburg, Dr Rufaro Nyakatawa’s primary focus is developing the strategy for Jersey Finance’s engagement in the South African market. She also plays a vital role in supporting the organisation’s wider activity across the continent.
Colin Leeman
Colin LeemanBritish Consul General in Cape Town
Colin was appointed Consul General in November 2022. Prior to that he was First Secretary, Trade Policy, at the British High Commission, Wellington (2017-2022). Colin has also previously been posted to Iraq, Ethiopia, Somalia, Afghanistan and the UAE. Colin was awarded an MBE by Her Late Majesty The Queen for Services to Foreign Policy in the 2021 New Year Honours. British Consul General in Cape Town The Consul General is the senior UK official in a Consulate General, which is a subordinate office to the Embassy or High Commission, usually located in another major city. The Consul General represents the UK government and is typically responsible for consular and trade activities in their city or region as well as promoting the bilateral political relationship.
Graeme Saggers
Graeme SaggersHead of Tax, Nolands
Graeme Saggers is a Chartered Accountant and Chartered Tax Advisor and holds a Master of Commerce degree in Taxation. He is the Head of Tax at Nolands where he advises high-net-worth individuals, family offices, and businesses on local and international tax structuring, with a particular focus on fiduciary and cross-border matters. In addition to his advisory work, Graeme lectures on the Tax Masters and Tax Honours programmes at the University of Cape Town and represents the University at various academic tax conferences locally and abroad. He enjoys bridging academic insight with real-world application and his practical approach and engaging style have made him a valued voice in South Africa’s professional and academic tax community.
