Jersey Finance and Rwanda Finance Sign MoU to Launch Fellowship Programme

On 25 February 2025, Joe Moynihan, CEO of Jersey Finance, and Nick Barigye, CEO of Rwanda Finance, signed a Memorandum of Understanding (MoU) to officially launch a finance skills fellowship programme aimed at nurturing the next generation of Rwandan industry professionals while addressing future skills needs in Jersey.

Financial and professional services firms in Jersey facing challenges in filling skilled positions are invited to apply to host young, talented finance professionals from Rwanda for up to three years.

Rwanda Finance Limited — the agency responsible for developing and promoting Rwanda as an international financial hub — will oversee candidate selection, while Jersey Finance will connect the candidates with finance firms in Jersey and facilitate access to various resources such as inviting them to join our events and  Future Connect network.

GR8, an offshore specialist recruitment partner, will facilitate the placements and offer continuous support to the candidates placed.

The MoU signing took place in Kigali, Rwanda, where Joe Moynihan participated in the 2025 Inclusive Fintech Forum. While in the region, he was also interviewed by The New Times, the leading daily newspaper in Rwanda.

About the programme

The fellowship programme between Jersey Finance and Rwanda Finance is a strategic partnership designed to nurture the next generation of financial professionals and foster greater collaboration between the two financial centres. By facilitating the exchange of skilled Rwandan accountants, the programme offers participants valuable professional development, global experience and exposure to Jersey’s thriving financial industry. Eligible candidates will be offered temporary employment for a duration of two to three years at one of Jersey’s financial and professional services firms.
