Sustainable Finance Lunch and Learn: Understanding the JFSC’s New Sustainable Finance Guidance

The Jersey Financial Services Commission (JFSC) has published its Sustainable Finance Guidance Note, providing clarity on regulatory expectations for managing sustainability-related risks and making sustainability-related claims under the Codes of Practice.

In partnership with the JFSC, this lunch and learn webinar will offer firms an early opportunity to understand the scope, intent and practical implications of the new guidance.

Tom McKenna, our sustainable finance lead, will be joined by the following guest speakers; Daniella Gingell and Matthew Clegg from the JFSC.

The guidance establishes a clear and consistent regulatory baseline across two core areas:

  • Identifying, assessing and managing sustainability-related risks, with a particular focus on climate-related financial risk
  • Ensuring sustainability-related claims are fair, clear and not misleading

The session will also cover the interaction between the guidance and changes to Principle 7 of the Codes of Practice, both of which will take effect in Q1 2027, providing firms with a defined transition period to prepare.

This regulatory development reinforces Jersey’s position as a well-regulated, internationally recognised finance centre and reflects a proportionate, risk-based approach to sustainable finance.

Tom joined Jersey Finance as the Sustainable Finance Lead in April 2023.

Born and educated in Jersey, Tom studied at the University of Chester where he graduated with a BA Hons and MSc.

Tom has over 17 years’ experience in Jersey’s finance industry, having worked as an Associate Director at Zedra before joining Jersey Finance and, prior to that, at EFG. In his role at Zedra, he drove the creation of, and was Chairperson of, their Global Green Team.
Daniella Gingell
Daniella GingellPolicy Advisor, Jersey Financial Services Commission
Daniella Gingell is a policy advisor within the conduct and prudential team within the Policy team at the Jersey Financial Services Commission and has five years of experience in financial services regulation. She began her career at the JFSC as a graduate and has held various roles, including contributing to key initiatives such as the island’s MONEYVAL assessment. Daniella holds a Master of Science from the University of Bristol and an undergrad degree in International Relations. She has a keen interest in sustainable finance and is a member of the Future Sustainability Leaders group.
Matthew Clegg
Matthew CleggSenior Manager in the Policy Division, Jersey Financial Services Commission
Matthew Clegg is a Senior Manager in the Policy Division at the Jersey Financial Services Commission (JFSC), with eight years of service. His portfolio covers investment business, consumer credit business, pensions, sanctions monitoring, and sustainable finance. Matthew led the JFSC’s initial implementation of sustainable finance policies, introducing anti-greenwashing code requirements for funds and investment advice. He represents the JFSC at the Network for Greening the Financial System (NGFS). Holding a degree in biology, Matthew previously engaged in conservation endeavours, combining scientific expertise with regulatory acumen to advance sustainable finance practices.
