Amy BryantDeputy Chief Executive Officer, Jersey Finance
Amy is Deputy Chief Executive of Jersey Finance. Amy joined Jersey Finance in 2011, becoming Chief Operating Officer in January 2014 and assumed her current role in September 2017. Amy also retains an active position leading the Strategy and Research team which undertakes projects and initiatives to develop the financial services industry in the Island.

Jonathan ClarkeFintech Lead, Jersey Finance
Jonathan joined Jersey Finance in March 2025 as fintech lead in the Strategy and Research team.
Elliot Refson
Elliot RefsonHead of Funds, Jersey Finance
Elliot re-joined Jersey Finance in November 2018 from Crestbridge where he managed their Management Company Services Group.

Elliot’s role is to help define Jersey’s product offering for funds as well as to oversee the strategy and execution of marketing Jersey as both a domicile and destination for Alternative Investment Managers and their funds.
Professor Alan W. Brown
Professor Alan W. BrownProfessor in Digital Economy, University of Exeter, UK
Alan has been delivering impact as an entrepreneur and in business for over 30 years, working predominantly in software delivery to power business transformation. He is a university professor, researcher, coach and trusted adviser to start-ups and established organizations across the public and private sector and is the AI Director at Digital Leaders, a growing cross-sector community of over 100,000 executives, managers, and practitioners. He has written several books on AI, enterprise software delivery, and digital transformation, and holds a Professorship in Digital Economy at the University of Exeter, UK. He is a Fellow of the British Computer Society (BCS) and from March 2019 to September 2023 held a Fellowship at the Alan Turing Institute, the UK National institute for data science and AI.
Jill Britton
Jill BrittonDirector General, Jersey Financial Services Commission (JFSC)
In her role, Jill is responsible for leading the JFSC in its day-to-day operations as both regulator and registry, and ensuring the organisation delivers its strategic priorities. Jill was the Executive Director of Supervision of the JFSC between May 2016 and September 2021. In this role, she was responsible for overseeing the regulation of Jersey’s financial services industry and the supervision of other sectors for anti-money laundering and terrorist financing. Jill initially worked in the JFSC Supervision team from 2002 to 2004. Jill has over 25 years’ experience in the financial services industry in the UK, Jersey and Asia, having specialised in compliance and operational risk management for global banking organisations. Jill was the Chief Risk Officer for Coutts Asia between 2009 and 2011 and the Head of Operational Risk for South East Asia at Standard Chartered between 2011 and 2013. At the end of 2013 Jill became the Head of Risk and then Head of Compliance for UBS AG in Jersey.
Tony Moretta
Tony MorettaCEO, Digital Jersey
Tony has over 20 years of senior management experience across a wide range of digital industries, including mobile, online, broadcast, payments, advertising and data analytics, using the latest technological innovations to develop new revenue streams. Tony began his career at NatWest on the graduate training programme, going on to spend 7 years there and rising to Senior Manager of Commercial Development in their cards business. He went on to work for Visa Europe as Vice President of New Products, where he developed a number of new electronic payment products. He took this interest in innovation to ITV Digital where he was Director of Interactivity, followed by senior positions at the National Grid Wireless and Digital Radio UK, where he increased digital radio sales from 5 million to 11 million in testing market conditions and persuaded the car industry to standardise it in all new models.
Sarah Townsend
Sarah Townsend Senior Counsel, Walkers (Jersey) LLP
Sarah Townsend is a senior counsel in Walkers' Jersey Investment Funds & Corporate Practice Group. She has more than 15 years' experience as an offshore lawyer, and advises on a range of funds, corporate and fintech/tokenisation matters. Previous transactions include advising in connection with the establishment of Jersey's first tokenisation platform, as well establishing what she believes to be Jersey's first open-ended crypto fund. Sarah is ranked in Chambers Fintech Guide 2025 as 'Up and Coming', with her clients saying that "Sarah provides clear, strategic advice tailored to our needs, ensuring that we are well-positioned to navigate any legal challenges". Sarah's funds practice includes the establishment and restructuring of investment funds under Jersey law (including Jersey Private Funds, Jersey Expert Funds and Jersey Listed Funds), covering all asset classes and strategies (including crypto funds).
Gregg Hutchings
Gregg Hutchings Programme Director, Financial Services Skills Commission
Gregg joined the FSSC as Programme Director in November 2021. Gregg oversees the FSSC workstreams and projects, working closely with members to develop products and services. Previously, Gregg was Head of Policy and Stakeholder Engagement at the FSCB where he led on policy development relating to organisational culture and its development. Prior to this, Gregg has held a range of policy and project management roles across the public, private and not-for-profit sectors. When not running around the park with his kids, Gregg enjoys playing the trumpet, badly.
Stuart Pinnington
Stuart PinningtonGlobal Head of Asset Owners, IQEQ
Stuart is an experienced director having held various global board positions for over 15 years and worked in financial services for 20+ years. He previously worked as a funds lawyer in London, the Caribbean and Jersey; he also qualified as a Chartered Director with the Institute of Directors. Before joining IQ-EQ, he worked for 2 global fund administration business. Initially he was a jurisdictional MD then joined the other business to lead the group’s international funds division. At IQ-EQ, he has worked in a number of roles and jurisdictions and supports clients with both fund structuring and servicing requirements. He currently acts as the Global Head of Asset Owners. In addition, Stuart also has a particular focus on Digital Assets having supported clients with various structures since 2015, working with foundations, funds, ETFs and tokenization projects.

Leads the JFSC’s Innovation Hub, driving forward-thinking initiatives in AI and digital assets. Passionate about enabling responsible innovation in Jersey’s finance sector, balancing regulatory rigour with agility. Brings 16+ years’ experience across financial services, technology, and consulting, with a focus on practical adoption of emerging tech. Committed to fostering collaboration between regulators, industry, and innovators to shape the future of finance.

Andrew Morfill is an accomplished Chief Technology Officer with deep expertise in financial services, fintech, and digital asset technology. With a career spanning technology transformation, cybersecurity, and operational leadership, he has guided global organisations through complex regulatory, risk, and innovation challenges. Andrew specialises in building resilient technology ecosystems, scaling digital platforms, and embedding governance models that enable both compliance and agility. Before entering the private sector, Andrew served as an Intelligence Officer, a foundation that shaped his analytical and strategic approach to technology leadership. He is passionate about bridging the gap between innovation and regulation, helping financial institutions adopt emerging technologies safely and effectively. A frequent speaker at industry events, Andrew brings a practical and forward-looking perspective on digital resilience, fintech evolution and the future of financial infrastructure.
